The following is a great free Network Management tool from a Startup in Austin, Texas. It can manage up to 250 Network devices and is free because Ads are displayed on GUI while you use the application, but it seems like a small price to pay for a Network Management System, especially compared even to Solarwinds and possibly HP Openview.
